This kelp is for making soup (Japanese "dashi"-soup) Wipe the surface of kelp with soft cloth or cooking paper, cut it into desired size and put it into the pot with water and boil about 5 minutes, then take off kelp just before water boiling point.

Using this kelp,You can cook some other dish like: "Boiling Tofu", "kelp-seasoned fish", cooked kelp with vinegar or soy sauce.
